You can't do that on a normal PC because the disk controller can't write in
Apple's disk format. Most Macs (almost all except the newest ones) can write
3.5" DD disks compatible with the IIe.

What most people do for 5.25" disks is to connect your PC and IIe with a
serial cable and use ADT (Apple Disk Transfer) on both to copy disks. All
the required software can be downloaded on your PC and transferred to the
IIe through the cable.
