The only practical limits are the power supply capacity and signal
loading. In general, Apple seems to recommend a limit of four drives on
one controller, so in the case of the IIc this suggests you should be
able to connect up to three UniDisk 3.5 drives, or two Unidisk 3.5 and
one external 5.25" drive.
Since the IIc power supply isn't very large, there might be a smaller
limit, such as one or two external drives.
There is a theoretical limit of 127 UniDisk 3.5 or other intelligent
SmartPort devices. The firmware may impose a smaller limit due to
memory restrictions.

Yes. The main rules are that the 5.25" drive must go last, and you can
only connect one external 5.25" drive.
