Which system version were you running before trying this partial
upgrade?

That is a "damaged heartbeat queue" error. It is usually an indication
of memory corruption due to a hardware fault, buggy software, or some
kind of extension conflict.

If you really have ROM 00, you can't be running GS/OS. GS/OS only works
on ROM 01 or ROM 3. ProDOS-16 is the only native IIgs operating system
that will work on ROM 00. It was used on IIgs system disks up to System
3.2. GS/OS was introduced with System 4.0.
I suspect you actually have a ROM 01. When you start the machine, the
first screen displayed (at the startup beep) is a text screen with
"Apple IIgs" at the top. If you have ROM 00, there is no other text on
this screen. If you have ROM 01 or 3, there is a copyright message at
the bottom of the screen, and the last line says "ROM Version 01" or
"ROM Version 3".
Assuming you really do have a ROM 01, you should be able to reinstall
the system software (the right way) by running the System 6.0.1
installer and doing a custom install.
