I know it is in self-extracting format on A2Central.com.  Just go to:

     http://www.a2central.com

click the downloads links, click the download Apple system software
link, agree to the license agreement and you'll be taken to a page
with lots of stuff on it.  Near the bottom of the page is the file
ShrinkIt1.1.SEA.

A2Central.com also sells Telecom Starter Kit disks which should
include ShrinkIt and/or GSHK (aka ShrinkIt.GS).

It should also be available on other sites such as:

     Trenco:  http://www.gno.org/pub/apple2
              ftp://ftp.gno.org/pub/apple2
     TFF Enterprises: ftp://apple2.tffenterprises.com/pub/apple2
              (I think this is available via http as well)
     Ground:  ftp://ground.ecn.uiowa.edu (not sure of start directory
               and I couldn't connect just now)

It might even be available via anonymous FTP from A2Central.com at:
