I don't see the word Perpetuators anywhere in this thread, so I don't know what
was said. However, one of the main reasons that software, and especially source
code, is not released, is that it is simply a whole lot of trouble....to dig it
out and upload it. It might be scattered on 3.5" disks, buried in a backup, or
it might be on a dead hard drive.... etc. any number of reasons. Add to that
the hassle of packing in Shrinkit, transferring to the PC or Mac, and finally,
uploading it somewhere. All that is a lot of work. Some developers probably
would be happy to have their work released, but they just don't have the time
or facilities to do it. Couple this with some of the browbeating and personal
attacks that emanate from one small corner of Apple II, and it becomes a big
"why should I?"

So there are a lot of reasons why work isn't shared, but most of it is for very
practical reasons. One of the most obvious is the general lack of "thanks, I
found that useful... interesting... good."

As for perpetrators, yes, they do interfere with and delay many releases.
