IIRC, the main difference between Apple II and PC joysticks is that
Apple II joysticks use 150ohm potentiometers and PC joysticks use
100ohm.  Since the way the thing works is to measure the delay between
the triggering of a one-shot and the time it takes the input to decay
below a threshold, adding appropriate capacitors to a PC joystick
should convert the joystick with no loss of functionality.
