Perhaps the boot block is corrupted.  If you have davex, use davex 'init
/raven -w' command to rewrite the boot block.  Or else use prosel block
warden to read block 0 from a good floppy and write it to the hard-drive.

At least check block 0 & 1 with prosel block warden to verify it is OK.
