The usual way around the Catch 22 situation you describe is ADT-- for a
IIgs, you would use ADTgs.
An ADT package normally consists of a PC part (adt.exe) and an Apple II
program in dump file (Text) form named "adt.dmp".
The Apple II is set to accept input through its serial port-- e.g. you
enter IN#2. The adt.dmp is sent as Text with no flow control to the Apple II
at a low baud rate over your NULL modem connection and, basically, 'types in'
the Apple II side of ADT and saves it to diskette on the Apple II.
The Apple II needs to be running DOS 3.3 and the diskette needs to be
formatted for DOS 3.3 (which is easy if you have DOS 3.3). If you do not
have DOS 3.3 you can download a dump file and transfer it to your IIgs (and
format DOS 3.3 diskettes) before sending ADT.

Once ADTgs is going, transfer speed is normally at least 9600 baud. You
can transfer many valuable programs (including general telecom utilities) on
PC .dsk images to diskette on your IIgs. A good collection of util disk
