A few months ago, someone reported a similar 'strange problem' when using
the ADT disk transfer utility. The glitch turned out to involve some sort of
renaming of the serial ports-- like COM-2 was being called "COM-4" by the
system. There may be a Win98 setting or DOS command which will let you cancel
the renaming; or, if your software permits, you could experiment with different
COM numbers to get a connection.
