This is mainly a software problem, the electrical connections are the
same. However, the Mac Plus uses an IWM chip instead of discrete logic,
and this controller chip supports much more features than the old
Duodisk card.

You should be able to connect Apple II drives to a Mac, assuming that
suitable software is present (which is not the case). You would have to
write your own disk driver program (and perhaps have to change the IWM's
clock frequency).
The other way, connecting a 400k or 800k 3.5" drive to a Duodisk or Disk
II card, is not possible.
