Strange IIgs error (Update!)

A few days ago I posted a message requesting help creating a boot disk for my IIgs. I have had
many suggestions made and have looked into all of them.

I used the ideas in my latest attempt. This is *exactly* what I did:

1a) Turned on by PowerBook 180 with PC Exchange
1b) Opened "Disk Copy 4.2"
2) Loaded the image of the system install disk (disk 1) I downloaded from Apple's FTP site.
3) Clicked on "Make Copy"
4) Inserted a good DD 800k disk. It is from my HP DeskWriter. It contains unneeded fonts.
5) Disk Copy successfully created the floppy, then ejected it.
6) Loaded the created floppy into the 3.5 drive on my IIgs.
7) Turned it on. It beeped. It showed the usual ROM 1 screen.
8) It gave me this error: UNABLE TO LOAD START.GS.OS (or something similar)
9) I turned the IIgs off and waited 20 seconds.
10) I turned it on using same disk. It beeped. It showed the usual ROM 1 screen.
11) It gave me this error: "UNABLE TO LOAD PRODOS"
12) I ejected the disk and turned off the IIgs.
13) Repeated steps 9-12 many times, same error.

Does this seem strange to you? The first time a get an error, but all other tries since gave me a
different error.

Someone posted a link to a TIL article about problems with manual-insert disk drives and IIgs boot
disks. I read it and it seems to apply to my disk drive. But the article says there "may" be a
problem. I know this to be true, because in the past, I have successfully created a half-dozen
boot disks for my IIgs with the same computer and drive. And they worked!

I cleaned both drives with a cleaning floppy. Didn't help.

There were no resource forks in the files. I checked.

Here is what *did not* work:

-Using Disk Copy 4.2 instead of 6.3
-Using the Finder to format a ProDOS disk and copying the files.
-Taking "P8" from the system folder renaming it "PRODOS"
-Cleaning the drives
-Removing any resource forks

Remember: I have created this disk successfully in the past.

Why can't I make IIgs boot disks anymore?! Help!

I welcome any further suggestions.

PS - I know it can work, I've done it before.
