I can't remember, but it definitely had some sort of CPU in there.

The Z8601 have integrated UART (http://html.alldatasheet.net/html-pdf/157290/ZILOG/Z8601/148/1/Z8601.html), but have also enough power and IO pins maybe to control an SCSI 1 bus. Also, it seem the Apple ///+ used DB25 for floppy drives (http://en.wikipedia.org/wiki/Disk_II)
