Which is it?  An Apple IIC and a Mac xx are very different computers.

If it is a true Apple IIC or IIC+, try contacting Stephen Buggie who posts
on this newsgroup occasionaly.  There is also a person (forget his name,
sorry) that posts his business ad for repairing Apple II equipment.
Follow this newsgroup for a couple weeks and you will see his ad.

Good luck!  (It sounds like it might be a dead power brick {external power
supply}).
