All disks which boot up and run ADT on an Apple II are DOS 3.3 because
ADT needs to run under DOS 3.3 (or a close variant such as Prontodos or
EsDOS).
ADT can transfer both DOS 3.3 and ProDOS diskettes-- or, really, any
standard 35-Track/16-sector 5.25" diskette. Since it transfers only disk
data, volume number will not be preserved; but, this is usually no problem
because few pieces of software use special volume numbering. (For those that
do, the volume number can be changed on the Apple II side before or after the
disk image is transferred to diskette.)
The DOS 3.3 vs. ProDOS issue does not concern the DOS which is booted by
a particular disk image. The concern is with the kind of sector ordering
employed when the disk image is created. (Sector ordering used is, generally,
independent of the DOS which the image boots or runs under.)
ADT will correctly transfer .dsk files which use the expected DOS 3.3
ordering. (So, with practically no exceptions, .dsk files should be created
using the default DOS 3.3 sector ordering.) ADT can, also, transfer .do disk
images, since these are always supposed to use DOS 3.3 sector ordering.
ADT will not correctly transfer disk images using ProDOS sector
ordering-- e.g. .po image files or the few .dsk files which use ProDOS sector
ordering.
Whatever; there is nothing to keep the ProDOS version of Modem MGR from
being placed in .dsk disk image form and transferred to/from an Apple II via
ADT.

Yes; the ProDOS version of Modem MGR would be the one to use on most
Apple II's. It can run from and work with 3.5" diskette or hard disk. The
link to Trenco's ModemMGR stuff is to the folder which contains both the DOS
3.3 and ProDOS versions. It has been that way for some time.
