The LCIII is a 25 mhz 030 Mac.  16mb RAM should do nicely though the
LCIII can hold up to 36mb RAM. It'll cerainly be more than capable of
downloading off the net and make a decent server.
Ebays price might be less but then you'd have to add shipping on top of that,
and having an expert help setup the machine is certainly worth something too.
