It all seems to be part of the patented RubyLogic(tm).  If you break the
law, but say that you don't, you didn't acutally commit a crime.

I was speeding today.  I broke a law.  Am I being punished for it?  No.
Why?  Because everyone who noticed didn't care.  But I still broke the
law.
