Problem loading prodos on IIGS

I can't seem to get a disk with PRODOS to boot on my ROM 3 GS.  I formated a
double sided disk on a Quadra 660 and went to the Apple site and downloaded the
ver.6 of the GS OS.  I put it on this disk and tried to boot it from an AE 3.5
drive.  It says "Unable to load Prodos".  My 'Apple tour of your IIGS' disk
boots and runs fine.  What am I doing wrong?  Any help would be apprieciated.
