Well, I can't vouch for the speed, but the latest XGS-32 from
Steve Mentzer is the only decent one around. It has progressed
a long way from the original XGS for Windows. If you really
need a PC GS, you could use Linux/Kegs. It is a really good
emulator. You can even get a Linux system which can be installed
in a Windows environment. Or alternatively, Beos/Sweet 16 could
be setup in a similar manner. I have no experience with the
latter though and am only repeating what I've heard.

I wonder if Steve would be willing to put in the effort to add
a full screen output via DirectX??? I might even spend more
time in Windows. :-)
