Cable modems don't make FTP moot, and nobody claimed that.
 
However, cable modems do make FTP crash recovery moot - why?  Because
the FTP transfer will be so fast that it won't matter much if you'll
have to redo an FTP from the start once in a while.  Aslo, because
transfers are so fast, it's much less likely they'll be interrupted.
