Mainly, a ROM3 has 1MB of on-motherboard RAM vs. 256k for the ROM-01 and
earlier IIgs's. It also has more built-in ROM code, which means less stuff
needs to be loaded into RAM when booting GS System and allows a very slight
speed advantage.
On the other hand, the ROM 3's ROM is incompatible with early versions
of GS System (often called "ProDOS 16" because that is the designation you
see at the start of booting). This means the ROM 3 user can not boot
originals of many pre-1990 games and utilities and must depend upon converted
versions where these are available.
You can read a good summary of differences at this URL:

If it is the standard Apple IIgs Expansion Memory Card, it will add 1MB
for a total of 1.25MB on a ROM-01. Other Expansion Memory cards may add 4MB
or more up to 8MB. You can get a rough idea of how much memory you have by
going to the Control Panel-- press OpenApple-Control-Escape and select
"Control Panel"-- and selecting "RAM Disk".
