Please help with BinSCII

(Sorry if this is a repost.  I wasn't sure that it got through.  My news
server isn't the most reliable.)	

	Whenever I try to 'exec binscii.exe' or '-binscii' on my Apple IIgs, it
just prints '?SYNTAX ERROR' over and over until I turn it off.  I
transferred the file via ZModem from my old 386, running PDZM, to the
gs, running Agate.  I get no errors, I even inspected the file on the gs
with a text editor and everything looks good.  ADTgs runs great.  Every
single disk I've made has worked.  Does anybody have any idea what the
problem could be here?
