System Error $0046

OK, I got AppleShare 3 all installed. My IIgs is now booting up over the
network. Only one problem...

Sorry, system error $0046 occurred
while loading the BOOT.DRIVER file.

What does this mean? Do I need more memory in the IIgs? It happens when I
hold down the 8 key to go into ProDOS 8, too.

Here's how I have everything set up:

I have all the AppleShare software left the way it was installed.
I have created a user called IIGS with the password IIGS.
The IIGS user has All Privilages.
I have all the IIgs files on the root level of the hard drive.
I have a Users folder, with <Any User>, IIGS, and Performa User.
In the IIGS folder in the Users folder, all I have is a Setup
      folder with a ATINIT file.
The Macintosh system folder is named System Folder and is inside
      a folder called FS.SYSTEM.
