By default, this light should not be on. It detects the presence
of a carrier signal. This means the phone signal when the line
goes off hook. There could be several reasons. One, invalid init
string. Two, bad cable wiring (shorted CD connect). Three the CD
detect is actually bad. This last may not be as much of a problem
on the Apple as on a PC and even then it's use is mostly limited
to verifying the modem actually has a valid carrier. The carrier
is also used (sometimes) to hang up the modem by dropping the
line (considered rude in the old BBS systems).
