Create from what?

If you're just trying to copy files, you can create a SHK archive with
NuLib and unpack that on the IIe with ShrinkIt.  If you have a 2MG image
on the PC, you can use "imgconv" to convert it to SHK, and unpack that
on the IIe with ShrinkIt.  If you're trying to do something completely
different, you need to provide more details.
