It sounds like you might be missing the actual RF modulator. It is
separate from the switchbox and mounts directly on the back of the
IIc. It screws onto the the 15-pin video expansion connector.

The switchbox connects via an RCA/composite type cable to the RF
modulator, and then to VHF antenna terminals. The RF modulator should
have a channel select switch on it.
