You can still upload patching programs wherever you like which is the
better way handle things.
If Apple does allow Bill to make one or more titles available from a
web site, I doubt they will be releasing the copyrights which means
you can't distribute a modified version. In this case, patching
programs are you're only way to get bug fixes and such out.
Also, even if Apple does release stuff into the public domain, having
a patched version available for download becomes a bit of a problem
unless you give the patched version a different name. You can't use
the version number because you could end up with more than one person
release a new version with the same version number that fixes
different things. Very confusing stuff.
