Booting a IIgs

Hello, I have an Apple IIgs with no software and no HDD that I would
like to try to get working on a SCSI Syquest EZDrive I have.  The only
Mac I have is a 1MB SE w/o any comms software I could use to talk to my
PC. I was wondering if I could make boot disks for the IIgs on my PC
from the files at
ftp://ftp.apple.com/Apple_Support_Area/Apple_Software_Updates/US/Apple_II/Apple_IIGS_System_6.0.1/
