Yes there is a web browser for the Apple IIgs called Spectrum Internet
Suite.  It is a set of scripts for the communications program
Spectrum.  Information on these products can be found at:

     http://www.myesource.com/sevenhills/applesoftware/iigs/

There is also another browser in the works called Arachnid.
Unfortunately I can't find the URL for it at present.

Unfortunately, no.  There is no Java implementation on the IIgs so
there is no support for it in web pages either.
