As Adalbert notes, if you need a 3.5" diskette formatted for ProDOS it does
not much matter whether or not you do the formatting under the very latest
version.
If you are talking about having a way to boot the current ProDOS (v2.0.3),
you can find disks on Ground and the ACN sites which will do this. One is a
diskette with the standard Apple ProDOS utilities. It is available as a 5.25"
whole-disk ShrinkIt archive (PDStdUtils31.sdk) and as a .dsk disk image file
(PDStdUtils31.dsk) at ...

For info about the disk read PDStdUtils31Info.txt in the same folder.
You can transfer files from your PC to an Apple II using a NULL modem
connection (see http://home.swbell.net/rubywand/Csa2T1TCOM.html ).
Booting ProDOS v2.0.3 (and other versions after v1.9) requires at least a
128k Apple II (like an enhanced //e, //c, IIc+) or a IIgs.
You do not usually need v2.0.3 to load and use files from a diskette which
happens to boot v2.0.3. For instance, so long as a program does not require 128k
and does not actually need to run under v2.0.3 (pretty rare), a 64k Apple II
booting ProDOS v1.9 can load in and run the program from any ProDOS diskette
which will fit in its drives.
