I doubt that this is a PC floppy controller card since the use of a
double line of pins on a PC floppy is a relatively new occurrence.
Furthermore, I am not aware of any PC floppy drives that can derive
their power from the data cable - AFAIK, they all require a four
connector power plug.
It does appear to be a controller of some sort - perhaps for a tape
drive.
Wish I could positively identify the card instead of just saying what
it most likely isn't...
