The IIe had 2 keyboards suported in ROM, most likely yours is set to a
non-standard one. Some IIes had a switch on the bottom near the front
right hand corner.
If there's no switch or it doesn't work, look for a set of jumper pins at
J19 to the rear of the keyboard connector. Try putting a jumper on them
or if there's one removing it.
