This doesn't apply to all 2c's, only the original AFAIK. It was also
possible to boot the external drive on this model via PR#7 command. The
later models with the smartport code eliminated this functionality. I
think Apple figured everyone would buy the 3.5 Unidisk which would boot
if the internal disk had no boot media.
