No.  You can get some nice ones commercially.  Take a look
at http://www.intrec.com/ Intrec's ProTERM 3.1 and the
web browser from Seven Hills:

You can also get an ftp program for the IIGS, but only off
Delphi.  The author has made the program an incentive to
join the service.

There's also a version of AOL Instant Messenger for the IIGS.

Most of this stuff requires a freeware TCP/IP stack.
