Not exactly. In radians, a full 360 degree rotation is 6.283185307. The
ROT= rotation value for 360 degrees is 64 or any multiple of that. If you
multiply the radian value by 10, it's close, but multiplying it by 10.5
will get you closer. In fact, to get the most accurate results when
converting radians to a ROT= value, multiply it by 10.18591636.
Multiplying 6.283185307 by 10.18591636 will get you to 64.

In conclusion, the rotation value is not more or less in radians.

1 = 5.625 degrees
2 = 11.25 degrees
4 = 22.5 degrees
8 = 45 degrees or 0.785398163 radians (1 pi over 4)
16 = 90 degrees or 1.570796327 radians (1 pi over 2)
32 = 180 degrees or 3.141592624 radians (2 pi over 2)
48 = 270 degrees or 4.712388980 radians (3 pi over 2)
64 = 360 degrees or 6.283185307 radians (4 pi over 2)

Hence, each unit of ROT= is 5 5/8 degrees, or 0.09817477 radians.
