Yes, newer versions of ProDOS are. Older versions however, do use 0 to 
127. ProDOS 1.4 for example, records the year of the clock of the IIGS 
as 100 while ProDOS 2.0.3 uses 0.
So I'm not sure if going back to the 0-127 range is a good idea - it's a 
step backwards in my opinion, and it goes against Apple's directives.
Besides, as you mentioned, it solves problems for some applications, but 
CREATES problems for others.
It is therefore my firm belief that if you want to patch something, 
patch the programs, don't patch the OS.
