I'm not really qualified to say. My parallel JTAG3 cable says 1.8v to 5.5v. The Spartan 3E spec. sheet says 2.5v but it can be configured for 3.3v. I don't know which the CarteBlanche uses. It would be better to ask Steve or Alex.
