I'm not aware of any PC software that will allow writing to ProDOS
disks, but the GS can read MS-DOS formatted disks using the MS-DOS FST
included in GS System 6.0.1 (assuming that you have a SuperDrive and
controller.)  If you're intent on reading a ProDOS formatted disk on a
PC, there is software called ProCopy that will accomplish this task,
though it is far from perfect.  Again, this is assuming that we are
talking about a 1.44MB 3.5" disk.  I'm not sure, but I think the
SuperDisk controller will work in a IIe system.

Another possibility, assuming you have access to a IIgs with System
6.0.1 is to format the 1.44MB 3.5" disk as a macintosh HFS disk and
the use a program such as Mac-In-DOS to read and write in on the PC.  

However, if you want to use Apple //e 5.25" floppies on the PC, you're
out of luck unless you can get your hands on an old (and relatively
rare) PC Option board that used to be sold by Central Point Software
(IIRC).  Even so, I'm not certain that this controller (and
appropriate software) will allow you to do what you want to do.
