DVD decoding

Can anyone tell me if the DVD decoding function in Mac OS 8.6 plus is 
available as a download from anywhere. Or is it included with Mac OS 9? Does
this mean that if I hooked up a DVD drive to my rev. D iMac I could watch
DVD movies?
Please help me.....
