I don't know about that.  I've fiddled with my share of 3200
color mode graphics with DreamGraphix.  Once you get
used to the quirks of multipalette painting, it works.  At the
very least, use 256 color mode.  Multipalette painting in
3200 color mode is challenging, yes, but 256 color mode
painting is a snap.  16 palettes of 16 colors each is a very
comfortable combination for the human brain to keep track
of.
