Setting up ProDOS 16 and ProSel 16

I am playing with my new hard disk and I want to boot in prodos 16 and have
prosel 16 startup.

I have a prodos 16 boot disk but it goes directly into a finder.  If I copy
the start program from prosel 16 into my system directory I get a message
windows labeled Start Next Program and I can 1) reboot 2) execute start, or
pathname of next program.

Can someone tell me how to do this?  When I run the install program from
Prosel 16 is still boots to the launcher.

I do not want to run GSOS at this point.  All I want is prosel 16 to fire
right with with my Prodos 16.
