Yes.  Hold down the P key while starting the
computer OR hold down P key while doing a
control-reset.

Unlike the IIGS, the control panel settings do not
"stick" when the power is turned off (on the plain
128 or the 128EX).  Only the 128EX/2 model has
a clock/calender battery to back up the control
panel settings.
