WinNT has no MS-DOS mode.  It doesn't have MS-DOS.  That Command Prompt
icon that is in your Start/Programs is just a WinNT command prompt, not
the MS-DOS command prompt.  You cannot run MS-DOS programs too well on
it.
And there is no safe mode either.
Try finding a WinNT specific newsgroup.  They might have more info on
this.
