You can find Galactic Empires on a disk image with several other games in
the Asimov archive at ...

ftp://ftp.apple.asimov.net/pub/apple_II/images/games/file_based/

The file to download has a name starting with
"ArenaOfOctos_B1Bomber_CityOfSumer_GalacticEmpir..." .

This is a .gz compressed disk image file. Use WinZIP or a similar utility
to uncompress the file to obtain a 140k .dsk disk image file.

The long name may interfer with its being recognized as a .gz file by
Windows. If necessary, just rename the downloaded file to something like
"EmpDisk.gz" and then uncompress it.
