Henrik already answered your first question and I'll also agree that
you might want to use an off-line reader for mail, forums and file
transfers.

The "premium" account gives you some web space and it does have Lynx,
although it is an older version which doesn't support frames or secure
connections.  However, you can use Spectrum Internet Suite through a
Delphi account now so you could use it instead of Lynx.

There is also FTP and I know that you can also access the usenet
newsgroups but I've never tried the latter.
