It's not limited to CDROMs.  It just keeps track of how many levels
down in subdirectories you are going; since you can't write to a CD,
no "finder.dat" hidden files are written to it, so the computer has to
keep track of where you were last somehow, and this proggy does it.

Personally, I have that preference turned off because I don't want a
mess of windows onscreen, so CDRemember went into my round file too.
