To high level format, you use the system utilities disk.  To low level format,
you need a special ROM for the drive, and special formatting software.  Apple
kept the ROM and the software secret, only available to authorized service
people, and therefore there are very few people with copies.  Apple refused
to provide copies, even to well-placed dealers of Apple equipment.
