It is safe to do this.  The processor is CMOS, so it runs cool
even when moderately overclocked.  The NAUG newsletter
had a feature on accelerating the TWGS and the author of the
article spoke to the designer of the TWGS.  According to the
author, some original CPUs can actually be overclocked to
9Mhz, so if you have a 36Mhz oscillator, you might want to
try that as well.  The only effect if this fails is a system hang
or crash.

Ultimately, you may want a new CPU though since there is
nothing like the feeling of a 12.5Mhz TWGS.  Since practically
all IIGS software is very optimized, this speed makes the IIGS
feel extremely fast.  Even when compared to modern units.
Speed is relative.  ;-)
