Very true.  There were a number of H1B's at a previous company I was at.
They tell me they need to stay at the same company for five years before
they can apply for a green card, which is their main goal.  From discussions
with a few it seems most, if not all, simply are not at all interested in
rocking the boat or looking elsewhere until then.  They came to the U.S. to
work on a master's because that's how they can get here.  Then they will
take any job to stay here, or go for a Phd if they can't get a job.

Don't think the companies who hire them realize it?  They know they have the
employee for 6 years straight no matter what.  Not many companies would hire
them knowing they have to wait around 6 months for a new visa to be approved
before the person can come to the new job.
