ProDOS versions 1.0 and 1.0.1 will work on a 48K machine.
This might not be much use, however: BASIC.SYSTEM requires 64K, as do
most other ProDOS applications.
The FILER application which comes on the original ProDOS USERS.DISK will
work in 48K. Not sure about the CONVERT utility.
You should seriously consider getting hold of a language card (and
installing it in slot 0). This will let you run everything up to
ProDOS-8 1.9, and a fair selection of ProDOS applications.
