Your 5.25 disk controller can't control 3.5 drives.  To get it
to work with the IIe, you need one that CAN control both
drives.

The Laser brand Universal Disk Controller (UDC) card is the
one you are looking for.  It'll let you connect a 5.25 and a
3.5 drive to it, either daisychained or one on each of the two
ports provided.
